Bhubaneswar is not policed on its own. It shares a commissionerate with Cuttack, created in 2008 under the Odisha Urban Police Act and split internally into two urban police districts, one for each city. Escalation runs from the inspector or officer in charge of a station to an assistant commissioner heading a numbered sub-division, then to the deputy commissioner for the Bhubaneswar urban police district, then to the additional commissioner and the commissioner. There is no superintendent in that chain.
The boundary catches almost everyone out, because it runs well past the built-up city. Jatni, Chandaka, Tamando, Balianta and Balipatna are all inside the commissionerate despite feeling rural. Khordha town, on the other hand, is not, even though Bhubaneswar sits in Khordha district: Khordha town, Tangi, Balugaon, Banapur, Bolagarh, Jankia and Nirakarpur fall to the superintendent of police for Khordha district. Sharing a district name with a city that is policed separately is an easy way to spend a day at the wrong office, and the district's own portal lists both forces' stations side by side without saying which is which.
Two station names are worth knowing before you need them. Old Town is covered by Shree Lingaraj police station, not by anything called Old Town. And Infocity and Info Valley are two different stations, so the Patia, KIIT and Infosys side is Infocity police station, which also runs an outpost at KIIT. Bhubaneswar has its own cyber crime and economic offence police station, based on the first floor of the Maitri Vihar station building near Xavier Square, alongside the national 1930 helpline; the statewide cyber police station sits with the crime branch at Cuttack.
Counts of police stations for the commissionerate vary between three different figures depending on where you look, and no official consolidated total is published, so we do not give one.

Is Khordha covered by the Bhubaneswar Commissionerate?
Khordha town is not, even though Bhubaneswar lies in Khordha district. Khordha town, Tangi, Balugaon, Banapur, Bolagarh, Jankia and Nirakarpur fall to the district superintendent of police. Jatni, Chandaka, Tamando, Balianta and Balipatna, which feel more rural, are inside the commissionerate. Confirm which force covers your address before reporting anything.
Which police station covers Old Town or Patia?
Old Town is covered by Shree Lingaraj police station; there is no station called Old Town. Patia, KIIT and the Infosys side fall to Infocity police station, which runs an outpost at KIIT. Note that Infocity and Info Valley are two separate stations, so the names are not interchangeable.
Can a private hostel in Bhubaneswar be held to a camera standard?
Yes, and this is unusual in India. Regulations gazetted for this commissionerate in 2016 require a licensed private hostel to install cameras recording entry and exit, to retain the footage for thirty days and to produce it to the Commissioner of Police on request. A licence can be cancelled for breach and an appeal lies to the state police chief within thirty days. The regulations apply nowhere else in Odisha, and they cover entrances rather than the inside of rooms.
