There is no police commissioner in Patna
Patna is not a commissionerate. The district is led by a senior superintendent of police, with superintendents for the central, east, west and rural areas beneath, along with wings for traffic, crime and law and order. That means escalation runs from the station house officer to the sub-divisional police officer, then to the superintendent for your area and on to the senior superintendent. Guidance copied from Delhi, Lucknow or Kanpur, which tells you to approach a deputy commissioner, is describing an office Patna does not have.
Patna does have its own cyber police station, listed with a published email address and mobile number in the district's own police directory, and Bihar notified a cyber police station in every district from 2023. For financial fraud, 1930 remains the fastest route, with the national cybercrime portal alongside it.
Bihar has no e-FIR. The state citizen services portal lets you lodge an electronic complaint, download a copy of an FIR that already exists and request tenant, driver or domestic staff verification, but an online complaint is not an FIR, and a cognizable offence such as voyeurism is registered at the police station. One helpline correction worth making: 1090 is Uttar Pradesh's women's line and does not apply here. In Bihar the women's helpline is 181, with 112 for emergencies.
