And the record stops there: no charge sections were ever reported, and no charge sheet or conviction followed. The practical lesson is unglamorous, which is that checking the room yourself beforehand has a far better record than complaining afterwards.

The airport is not policed from the city, and Mughalsarai is not Varanasi at all

Two boundaries here cost people days, and both involve places visitors actually arrive at. Mughalsarai, renamed Pandit Deen Dayal Upadhyaya Nagar, along with its railway junction, is in Chandauli district rather than Varanasi, fifteen to eighteen kilometres away, and an incident there goes to the district superintendent of police for Chandauli rather than to the Commissioner of Police here. And the airport at Babatpur is twenty six kilometres out in Pindra tehsil, covered by Phulpur police station in the Gomti Zone, so somebody with a problem at the airport who walks into Cantt police station is in the wrong place.

Varanasi has been a commissionerate since 2021, and was reorganised in November 2022 into three zones, Kashi, Varuna and the new Gomti Zone, which absorbed what used to be the rural wing, across nine circles. Escalation runs station house officer, assistant commissioner of the circle, deputy commissioner of the zone, then one of two joint commissioners, one for law and order and one for headquarters and crime, then the Commissioner. The commissioner covers the whole district, all three tehsils.

A warning about looking this up. There is no standalone website for the Varanasi commissionerate, and the district website is unreliable in both directions: it still lists a rural superintendent and circle officers whose posts no longer exist, while its list of current officers predates the 2022 reorganisation entirely, missing a whole zone and four of the nine circles, and it omits the cyber and tourist police stations. Use the state police listings instead.

Three station level traps are worth knowing. Pindra is a tehsil, a block, a constituency and a circle, but there is no Pindra police station, so being told to go to Pindra thana is advice that cannot be followed. Sigra is one of the busiest central stations and people assume it is a circle headquarters; it is not, and escalates through the Chetganj circle. And Ramnagar, which sits across the Ganga and is a separate town area outside the municipal corporation, is nonetheless in Varanasi district, in the Kotwali circle. Being across the river tells you nothing here; the district boundary does.

The commissionerate runs over a hundred police outposts, which is where most walk-in complaints land first. That matters because a first information report is registered at a police station, not an outpost, so it is worth knowing which station your local outpost reports to before you go. We publish no station count, because what the figure means depends entirely on whether specialist stations are included, and the official sources disagree.

Varanasi has its own cyber crime police station, although it does not appear on the district website at all, so the obvious place a resident would look does not list it. Use 1930 and the national portal for financial fraud. Note also that local reporting uses cyber cell and cyber thana interchangeably; they are different things.

Guest houses, lodges and dharamshalas

The one documented local case was a guest house recording a dormitory on its own equipment. Room checks before an extended stay are the realistic use here.

Student accommodation around the university

Lanka, Naria, Susuwahi and Sunderpur are a dense belt of rented rooms with high turnover, informal landlords and almost no written privacy terms.

Trading and weaving premises

Sweeps where designs, buyer lists and pre-order pricing are discussed. Note that the Bhadohi carpet belt, though commercially continuous, is a separate district.

Homes and vehicles

The report, and what it can establish

A sweep reports what was found in the areas examined, with the methods used, at the time of the visit. Finding nothing does not prove nothing was ever there, and no sweep keeps a space clean afterwards. We would rather say that plainly than promise complete detection.

Is Mughalsarai covered by Varanasi police?

No. Mughalsarai, now called Pandit Deen Dayal Upadhyaya Nagar, and its railway junction are in Chandauli district, about fifteen to eighteen kilometres away. An incident there goes to the district superintendent of police for Chandauli, not to the Varanasi Commissioner of Police, and filing at a Varanasi station costs days.

Which police station covers Varanasi airport?

Phulpur police station, in the Gomti Zone. The airport at Babatpur is twenty six kilometres out in Pindra tehsil, so it is not policed from the city, and walking into Cantt police station with an airport matter is a wasted trip. Note also that Pindra is a circle name but has no police station of its own.

Is Ramnagar part of Varanasi for police purposes?

Yes. Ramnagar sits across the Ganga and is a separate town area outside the municipal corporation, which leads people to assume it is a different district. It is not: Ramnagar police station is in the Kotwali circle of the Kashi Zone. Being across the river tells you nothing about jurisdiction here; the district boundary is what matters.
