A new helpline, a complaint that is not an FIR, and a licence without cameras
Start with the number that changed this year. Tamil Nadu's police policy note records that 1091 is the dedicated line for the Singappen Special Task Force, launched across the state on 9 June 2026 and integrated with the 112 emergency system, with seventy field units operating statewide. This is not a Chennai-only arrangement, and pages written before mid-2026 will not mention it. The state's own emergency list does not include the 181 number that serves as a women's police line in some other states; in Tamil Nadu that sits with social welfare rather than the police.
Second, what an online complaint actually is. The citizen services portal lets you register a complaint, check its status, and view FIR or community service register details, and the policy note lists a registered online complaint, the status of a community service register and the status of an FIR as three separate services. A community service register entry is what a non-cognizable matter produces. Voyeurism is cognizable, so a covert recording complaint means attending the police station, and the case gets registered on the upgraded records system that went live across Tamil Nadu in February 2026.
Third, jurisdiction and hostels. Coimbatore City is one of nine commissionerates in the state and has its own cyber crime police station, in line with the policy note's rule of one per commissionerate; the city office is on Huzur Road at Uppilipalayam. Pollachi and the outer taluks are district police under a separate superintendent, Tiruppur is its own commissionerate, and railway premises fall to the railway police district rather than the city. On accommodation, the Tamil Nadu Hostels and Homes for Women and Children (Regulation) Act 2014 requires a licence from the Collector, valid for three years, and since a 2025 amendment the application runs online. Note what the rules do not say: cameras appear on the application and inspection forms only as a disclosure, asking where they are installed or what action has been taken to install them. A hostel can hold a valid licence with no cameras at all, which is precisely the gap a sweep addresses.

If a device is found, we document it before anyone moves it, so the evidence survives for a police complaint.
A sweep reports what was found in the areas examined, with the methods used, at the time of the visit. Finding nothing does not prove nothing was ever there, and no sweep keeps a space clean afterwards. We would rather say that plainly than promise complete detection.
