No Commissioner of Police, and a word that means something else here

Shimla is a police district under a superintendent, and there is no police commissionerate anywhere in Himachal Pradesh. One trap is worth flagging because it misleads people reading the law directly: the state's police Act does use the word Commissioner, but it defines it as the Divisional Commissioner of a revenue division, who is a revenue officer rather than a police officer. Seeing that word in the statute does not mean a commissionerate exists.

The city and the countryside sit in one district under one superintendent, with no separate rural force. The split is supervisory. Four city stations, Sadar, East Shimla, West Shimla and New Shimla, are supervised through a deputy superintendent for the city, a post which is in fact the only one of its kind in the whole state. Everything outside them runs through sub-divisional officers at Theog, Rohru and Rampur. Escalation goes station house officer, then the supervising officer, then additional superintendent, then superintendent, then the southern range inspector general, whose headquarters is also in Shimla. The state police publish that route themselves, including the step of approaching the superintendent if a station declines to register an offence.

The district magistrate, styled deputy commissioner here, sits alongside that chain rather than above it. The superintendent must keep him informed on law and order, but he is not a police superior you can appeal to for registration of a case. Where he does bind you directly is through prohibitory orders, which cover one district and lapse after two months unless extended.

Several places people think of as Shimla are outside the municipal corporation, which matters for which body you are dealing with even though the police district is the same. Kufri and Shoghi sit in separate special area development authorities, Jutogh is a cantonment board under the defence ministry, and Theog is its own municipal council about thirty kilometres east. Sanjauli, Chhota Shimla and Kufri are each covered by police posts rather than full stations, so a first information report means attending the parent station.

On cyber matters, the station that serves Shimla is a range level cyber crime police station under the state criminal investigation department, covering the southern range rather than the district alone, so it also serves Solan, Sirmaur and Kinnaur. The official station list we worked from is several years old, so confirm the covering station on 112 rather than relying on it, and we publish no station count.
