Three separate forces cover Ludhiana district, not two
Most cities split between a city force and a rural one. Ludhiana district splits three ways, and getting it wrong costs a day. The city is a commissionerate under a Commissioner of Police based on Ferozepur Road. Beyond it sit two entirely separate police districts, each under its own senior superintendent: Ludhiana Rural, headquartered not in Ludhiana at all but at Jagraon, and Khanna, headquartered at Khanna. Ludhiana is the only commissionerate city in Punjab with two rural police districts alongside it.
So the question is not city or rural but which of three. Jagraon, Raikot, Sudhar, Sidhwan Bet, Hathur, Jodhan and Mullanpur Dakha go to Ludhiana Rural at Jagraon. Khanna, Samrala, Payal, Doraha, Machhiwara and Malaud go to Khanna. Everything else, including the whole industrial belt, stays with the commissionerate.
There is a trap in the naming that catches people constantly. The commissionerate has its own deputy commissioner designated for rural areas, with an office near Dholewal Chowk inside the city. That officer is part of the city force and is not the senior superintendent of Ludhiana Rural at Jagraon. Two similar titles, two different organisations, two different towns.
For the industrial belt the good news is that it is city police. Focal Point has its own station, Sahnewal, Koom Kalan and Dehlon are commissionerate stations, and the city runs two assistant commissioners dedicated to industrial areas, which is unusual anywhere in India and reflects what the city does. Escalation in the city runs station house officer, assistant commissioner, additional deputy commissioner, deputy commissioner, additional commissioner, Commissioner. In the two rural districts it runs station house officer, deputy superintendent, additional superintendent, senior superintendent, and then the range inspector general.
Ludhiana has its own cyber crime police station, so a covert recording or leaked footage does not have to go to the state cyber division at Mohali, although financial cyber loss still goes to 1930 first. Station counts differ between official listings, so we name stations rather than counting them.

Is the DCP Rural in Ludhiana the same as the SSP Ludhiana Rural?
No, and this is the commonest mix-up here. The deputy commissioner designated for rural areas sits inside the city commissionerate with an office near Dholewal Chowk. The senior superintendent of Ludhiana Rural is a different officer heading a different police district, based at Jagraon. Taking a Jagraon matter to the city office sends you to the wrong organisation in the wrong town.
Are the Focal Point and Sahnewal covered by city police?
Yes. The industrial belt is commissionerate territory, with a dedicated Focal Point police station and separate stations at Sahnewal, Koom Kalan and Dehlon. The city also runs two assistant commissioners specifically for industrial areas, which is unusual and reflects how much of the city's activity is manufacturing.
