The widely copied line about four zones, eight divisions and twenty-eight police stations describes an older arrangement, so treat any station count you read online with caution.
The split that matters commercially is city against district. Hazira, Sachin, Sachin GIDC, Pandesara and Ichchhapor are covered by named city police stations, so a plant there deals with Surat City Police. Kamrej and Olpad fall to Surat Rural, a separate superintendent's force with sixteen stations across four divisions. Dialling the wrong one costs hours on the day something is found.
On reporting, Gujarat's e-FIR facility covers vehicle and mobile phone theft only, where the accused is unidentified and no force was used, and it is not an FIR on submission: an officer verifies the complainant, reported as within forty-eight hours, before a case is registered.
