Bug Sweeping Services in Jammu and Kashmir

Jammu and Kashmir runs one of India's largest tourism economies relative to its size, with hotels, guest houses, homestays and houseboats across both divisions, alongside the commercial and administrative centres of Jammu and Srinagar. The sweep is the same wherever we work: radio-frequency analysis, a non-linear junction detector that finds electronics left switched off, optical and thermal checks and a physical inspection. What this page sets out is the layer around it, which here differs from a state in ways worth understanding before you need them.
A union territory, no commissionerates, and police districts that outnumber revenue districts
Jammu and Kashmir has been a union territory since 2019, and Ladakh was separated at the same time into a territory of its own, so Leh and Kargil are not part of this jurisdiction. The legislature here cannot legislate on police or public order, which sit with the Lieutenant Governor and the union home ministry. For a complainant that changes the top of the ladder: escalation runs up to the territory's police chief and then to the Lieutenant Governor and the union government, rather than to a state home department answerable to an elected state minister.
There is no police commissionerate anywhere in the territory, and no separate rural force. Jammu and Srinagar are ordinary police districts under senior superintendents, each covering its city and the country around it, divided internally into sub-divisions. Escalation runs station house officer, sub-divisional officer, senior superintendent, range deputy inspector general, zone inspector general, then the police chief. Two zones, Jammu and Kashmir, sit above seven ranges.
A counting point catches people out. There are twenty revenue districts but twenty three police districts, because Awantipora, Sopore and Handwara are police districts without a revenue twin. So the unit that polices an address may not share the district name you expect. The jurisdictional edge that matters most in practice is not a city boundary but the neighbouring police district: Budgam on the Srinagar side, Samba on the Jammu side.
Police station counts are published inconsistently by the territory police, whose own figures disagree with its own station lists, and several stations created in 2022 are missing from those lists altogether. We publish no count and suggest confirming the covering station by phone.
There is no e-FIR here, whatever the website's own metadata says
This one is a genuine trap. The territory's police e-services portal carries the term e-FIR in its page title and search metadata, but the term appears nowhere in the actual list of services. What the portal offers is a complaint, tenant and paying guest verification, character and employee verification, event and protest requests, the foreigner reporting form and vehicle enquiry, plus downloadable offline forms, none of which is an FIR form. The portal's own description of its benefits refers to tracking petitions and reports rather than filing them. So an online submission is a complaint or a petition, and for a cognizable offence such as voyeurism somebody has to attend the police station.
The helpline position is unusual: the territory police publish no women's helpline at all. Their own helpline page lists only control rooms and traffic units, and that page carries evident errors, including a Jammu dialling code against a Kashmir control room and a mobile number with too many digits, so it is worth treating with care. The number that does appear for women on official district pages is 1091, while 181 operates as a women's helpline run by the social welfare side through one stop centres. Given that, the most reliable local contact is the women's police station for the district, of which Srinagar and Jammu each have one. The emergency number 112 was confirmed operational across the Jammu zone through all police stations in August 2026, and earlier reporting describes it as available across the territory, so its position in the Kashmir zone is less clearly documented. Cyber financial fraud goes to 1930 and the national portal.
Camera duties here expire, and guest reporting is the rule that is actually enforced
There is no standing camera duty on accommodation anywhere in Jammu and Kashmir. The tourist trade law that governs hotels contains none, there are no hostel or paying guest rules at all, and there is no general public safety or women's safety statute creating one. What exists instead is a rolling series of district magistrates' orders, and those genuinely do mandate cameras: orders in several districts have required premises including hotels and guest houses to run cameras covering entrances, exits, corridors and parking, with retention periods of fifteen or thirty days and prosecution for breach. Enforcement has been real, including first information reports against lodge owners at Katra for not installing cameras.
The catch is that such orders bind one district and lapse after two months unless extended. Working through the ones we could find, the orders in Jammu, Samba, Kishtwar and Reasi had all expired by the autumn of 2026, and the one in Shopian was at the very end of its life. So on any given day the honest answer is that a hotel here is probably under no camera obligation at all, and the only way to know is to check whether a current order exists in that particular district. Treat any blanket claim that hotels in this territory must have cameras as wrong.
The duty that is consistently enforced is guest reporting, and it comes from central law rather than local orders. The keeper of any accommodation, including hotels, homestays and hostels, must report a foreign national's stay within twenty four hours, with substantial penalties for failure, and the form is filed through the territory police portal. Cases have been registered in Srinagar and at Pahalgam for breaches of exactly this.
One definitional point is useful for travellers. Under the tourist trade law a houseboat counts as a hotel, as do guest houses, tourist lodges, camp hotels and tents. So a houseboat guest has the same statutory footing as a hotel guest, including access to the tourism department's enforcement officers, who hold compounding powers over cheating and harassment of tourists. Registration under that law runs for three years at a time.
Several districts have also ordered landlords, contractors and businesses to file signed declarations of tenants, domestic helpers and employees with the local station house officer, with each station keeping a register of them. Where such an order is current, that register is a documented record of who had lawful access to a property. Those orders expire the same way, so check before relying on one.
We found no advisory from the territory police about hidden or spy cameras in hotels, hostels, trial rooms or washrooms. The one camera related advisory they have issued, in December 2025, concerns weak passwords on people's own closed circuit systems being exploited, which is a different problem from a device somebody else has concealed.

Does Jammu and Kashmir have police commissionerates?
