Jharkhand is defined commercially by mining, metals and the administration that surrounds them, concentrated in Ranchi, Jamshedpur and Dhanbad. The sweep is the same wherever we work: radio-frequency analysis, a non-linear junction detector that finds electronics left switched off, optical and thermal checks and a physical inspection. What this page sets out is what happens afterwards, and in Jharkhand a good deal of it is about knowing what does not exist.

No commissionerate anywhere in the state

Jharkhand operates no police commissionerate. Every one of its twenty four districts, the capital included, is headed by a superintendent or senior superintendent of police. Ranchi, Jamshedpur and Dhanbad are all senior superintendent districts. Anything describing a Commissioner of Police in this state is mistaken.

Within a district, the arrangement can still divide. Ranchi has two superintendent-rank commands beneath its senior superintendent, one for the city and one for the rural side, which is a split inside a single district rather than two separate districts as you would find in Maharashtra or Kerala. Escalation runs officer in charge, circle deputy superintendent, superintendent, senior superintendent, then range and zone officers.

The district's administrative head is styled Deputy Commissioner rather than District Magistrate, and sits outside the police chain, so he does not supervise investigations. His magisterial powers are what matter when a complaint stalls: the criminal procedure code allows a magistrate to order an investigation, and the state police issued a standing instruction on that power in September 2025. Before that step, Jharkhand Police publish their own remedy for a station that will not record information, which is to send it in writing by post to the superintendent.

The state has twenty four districts and has not created or altered one since September 2007, when Khunti and Ramgarh were formed. For policing there are two more units than that, because railway police districts at Dhanbad and Jamshedpur sit alongside the twenty four.

You cannot register an FIR online, and the women's helpline is published two different ways

The state citizen portal lets you lodge a complaint and download a first information report that already exists. It does not let you register one. There is no file an FIR service on it, and the state police's own explanation of how to file describes attending in person. So an online complaint creates a record and starts an enquiry, but anyone who lodges one and assumes an FIR now exists is mistaken. For a cognizable offence such as voyeurism, go to the station.

The helpline position is genuinely contradictory, and we would rather show you the contradiction than pick one silently. Dhanbad's district site publishes 1091 as the women's helpline and reserves 181 for the Chief Minister's grievance service. Ranchi's district site labels 181 itself as the women's helpline. Both are government sites. The grievance service does operate on 181, which suggests Ranchi's page is the one in error, so 1091 is the safer number to dial for a women's safety call. Either way 112 reaches the police, and it is the number to use in an emergency. Note too that district pages across the state still publish 100, which the national emergency number has superseded.

One warning worth carrying. Searches for tenant or paying guest verification in this state surface sites hosted on public app platforms and branded as Jharkhand Police. They are not government sites. The only official route is the state police citizen portal.

Registration is compulsory, cameras are not required anywhere, and hostels are outside the regime

Jharkhand regulates accommodation through its own tourism statute and the registration rules made under it in 2021, and the duty to register is unambiguous: no operator may run a tourism unit without registration, with penalties and prosecution for those who do. The regime covers hotels, motels, resorts, guest houses, tent colonies, dharamshalas, ashrams and paying guest or homestay accommodation, sorted into categories by size. Operators must display the registration certificate and their tariff, keep a complaints book, and report any accident or untoward incident to the local police station and the prescribed authority.

What those rules do not contain is any camera requirement. We checked the full text of the registration rules and the tourism policy, and cameras are not mandated and are not even a disclosure field on the forms. That is a cleaner negative than in most states: in Tamil Nadu the hostel rules at least ask an operator to declare what cameras exist, and a separate statute created a real duty. Here we found neither limb. A proposal from the state police headquarters in January 2025 would have required cameras at malls, apartment complexes and large establishments on the model of another state, but it was a proposal to government and was never enacted.

There is also a gap worth knowing about if you are a student or a parent. Hostels are absent from the registration regime entirely. There is no Jharkhand hostel licensing statute or rules, so a private hostel here is not registered as accommodation, is not inspected as such, and is under no camera or record duty at all. The nearest thing is a tenant and paying guest verification service on the police citizen portal, which is a check on occupants rather than a licence on the operator.

If you have read that girls' hostels must run cameras at entrances and corridors with a month of retention, that is Bihar's circular from February 2026 and it does not apply here. It sits at the top of search results for Jharkhand hostel rules because the two states share a legal history, and it is exactly the kind of borrowing that produces confident and wrong advice.

We found no advisory from Jharkhand Police specifically about hidden or spy cameras. Their published safety guidance runs to eighteen topics covering doors and windows, servants, vehicles, women, children and internet safety, and not one of them mentions covert recording, trial rooms or washrooms.
