Kerala is worth understanding in a particular order, because the strong part and the weak part are not where people assume. The state has no law requiring a hotel, hostel or paying guest establishment to install cameras, and no advisory about hidden ones. What it does have is one of the more useful criminal provisions in the country for exactly this situation. The sweep itself is unchanged wherever we work: radio-frequency analysis, a non-linear junction detector for electronics left switched off, optical and thermal checks, and a physical inspection.

Six commissionerates, each paired with a rural district

Kerala divides fourteen revenue districts into twenty police districts. Six cities are commissionerates: Thiruvananthapuram, Kochi, Kozhikode, Kollam, Thrissur and Kannur. What makes Kerala unusually predictable is that every one of those six has a matching rural police district beside it, so the pattern holds across the state rather than varying city by city as it does elsewhere. Kochi City sits beside Ernakulam Rural, headquartered at Aluva; Kozhikode City beside Kozhikode Rural at Vatakara; Kollam City beside Kollam Rural at Kottarakkara; Thrissur City beside Thrissur Rural at Irinjalakuda.

The remaining eight districts, Pathanamthitta, Kottayam, Alappuzha, Idukki, Palakkad, Malappuram, Wayanad and Kasaragod, have no city force at all and are led by a superintendent.

The consequence for you is simple and worth checking before you need it. In a commissionerate city the chain runs station house officer, assistant commissioner, deputy commissioner, Commissioner of Police. In the paired rural district it runs station house officer, deputy superintendent, District Police Chief, with no deputy commissioner tier. Those are two different offices with two different chains, and in a district like Ernakulam the boundary between them falls in the middle of the built-up area rather than at the city edge.

112 is the women's helpline, and you cannot register an FIR online

Kerala Police publish 112 as both the emergency number and the women's helpline. That is genuinely different from most of the country, where the women's line is 1091 or 1090, and it follows from Kerala merging 100, 101 and 102 into 112 in 2019. The rest of the published list runs 1930 for cyber crime, 1090 as the crime stopper line, 1098 for children, 1515 for the Pink Patrol and a separate anti-drug line.

The 181 number exists in Kerala but it is not a police line. It is Mithra, a women's helpline run by the state women's development corporation under the women and child development department, staffed by counsellors who connect callers onward to police, hospitals, shelters and legal aid. That makes Kerala's 181 different again from Madhya Pradesh's, where the same number is a government grievance line. Copying advice between states is how people end up on the wrong one.

On reporting, there is no Kerala e-FIR, whatever aggregator sites claim. The state citizen portal gives you a complaint with a trackable status, the administrative portal gives you a petition, and the police mobile app gives you complaints, lost property reports and the ability to download an FIR that already exists. None of them registers an FIR. Only a police station does that. What the law does allow, under the Bharatiya Nagarik Suraksha Sanhita, is giving information electronically, provided you sign it within three days, and it allows you to go to any station rather than only the one covering the address. The Kerala High Court has confirmed both points in recent judgments, holding that police cannot refuse to register an FIR merely because the complaint arrived by email, was unsigned, or concerned an offence partly outside their area.

No camera duty at all, and a privacy offence that covers any place

Start with the gap, because it is complete. Kerala has no lodging house statute, no hostel or paying guest regulation, no statewide order requiring cameras in accommodation, and no district prohibitory order doing so either. Hotels, lodges and hostels are licensed through the municipal or panchayat trade licence, and those licence conditions carry no camera requirement. The only camera line anywhere in Kerala accommodation law sits in the tourism department's voluntary homestay classification scheme, where cameras in public areas are desirable for the lower grades and necessary only for the top one. That is a grading criterion an owner opts into, not a legal duty, and the sanction is losing the grade.

If you have read that hostels above a certain size must install cameras at entry and exit, keep a visitors' register and post security around the clock, that is Tamil Nadu law and it does not apply here. It dominates search results for Kerala hostel rules, which is exactly how it gets repeated.

Now the part that is stronger than most states. Kerala's own police Act makes it an offence to take photographs or record video, in the words of the provision, at any place, in a manner that affects the reasonable privacy of a woman, or to circulate such material. The phrase is any place, not any public place, so a hotel room, a bathroom, a changing room and a hostel room are all covered on the face of it. The penalty runs to three years' imprisonment or a fine, and a separate provision extends liability to companies and to their directors and managers. That is a real lever if a device is found on commercial premises and the operator would rather treat it as an internal matter.

Two further duties are worth knowing. A manager or person in charge who, by deliberate omission, fails to act or to inform the authorities when an offence against a woman happens in their presence commits an offence in their own right. And any service provider, which expressly includes those providing rest and accommodation, must hand over records of the services provided when police lawfully demand them. So while you cannot require a hotel to have cameras, you can require it to produce what it does hold.
